-Introduction Prior to 1884, the justices of the peace for Surrey, as the prison authority, did not administer any reformatories or industrial schools in the county. Instead, the County entered into agreements with a number of institutions within and outside Surrey which had been established independently.
In 1884 the County took a lease of the Surrey Industrial School for destitute boys which was originally established in Wandsworth by John Leyland in 1867 and removed to Byfleet in 1871 (see Kelly's Directory, 1882). The County's relationship with Leyland's school was close as, according to a letter on behalf of Leyland's executors, 'the County Magistrates were mainly instrumental in inducing Mr Leyland to found the School' and a contract with Leyland for reception of boys was agreed in 1867 (see minutes of Quarter Sessions Reformatories and Industrial Schools Committee, 18 Dec 1882, QS5/4A/1).
In 1885 it was decided to purchase land at Mayford, Woking, for the construction of a new County industrial school, which opened in 1887, the lease of the Byfleet school being given up. In 1888 management was transferred to the London County Council, although an arrangement to maintain Surrey boys was agreed.
Following the 1933 Children and Young Persons Act the establishment became an Approved School for 165 boys (later 100). In 1965 it came under the management of Surrey County Council and served the South East Region, with other Approved Schools in Surrey, by accepting boys from the South London Boroughs, Surrey, East and West Sussex and Kent.
In 1969, following the abolition of Approved Schools, it became a Community Home with education on the premises for 90 boys and in 1974 was re-named Kinton. In 1983 the establishment was reorganised as a County Community Home for 55 Surrey boys and girls and became known as The Oaks Centre.
Mayford Approved School was organised into four houses during the 1950's: Nelson, Gordon, Livingstone and Wellington. Churchill House was opened in 1967.

Four presentation shields including one from Hays Bridge, and Reformatory and Refuge Union Choir competition shield, 1906, were deposited with the archive and other sports trophies were passed to The Oaks Centre. These items now form part of MUS/-.
